Dr. Baker has more than 25 years of experience in the private, public and not-for-profit sectors as a corporate executive, government practitioner, consultant, and being intricately involved as faculty member and academic administrator in higher education in the areas of organizational development and change, public management and public policy, finance and budgeting, urban and economic development, growth management, water resources development, management information systems, computer and geographic information systems technology, program evaluation and performance appraisal, and strategic planning.
Dr. Baker's responsibilities involve hands-on interaction with senior corporate executives and public officials (governors, cabinet members, and administrators and rank and file employees at all levels) at the local, regional, state and federal levels of government. A former APSA State and Local Government Fellow, his experience with public policy and management, public sector budgeting, growth management and environment, geographic information systems and related computer technology includes numerous courses, seminars, and workshops. He has received approximately one million dollars in research, teaching, and public service grant awards.
Author of numerous books, articles, monographs, papers and computer software, Dr. Baker has participated as principal instructor, featured speaker and panel chair at more than 130 professional conferences, seminars, workshops, symposia and research consortia. While serving on the Editorial Board of Public Administration Review, the premier journal of the American Society for Public Administration (ASPA), Dr. Baker reviewed more than 120 papers for publication. He has reviewed additionally numerous articles for other juried journals and 14 books for Prentice-Hall, Inc., Marcel Dekker Publishers, Inc., The University of Florida System Press, and The University of California Press.

WORK EXPERIENCE
As Senior Vice President & Chief Operating Officer at Florida TaxWatch Research Institute, Dr. Baker is the second-most senior officer at TaxWatch, reporting directly to the TaxWatch President/CEO. In addition to having the management, budgetary and related duties and responsibilities customarily assigned to chief operating officers, Dr. Baker as Senior Vice President, is in charge of and directs all TaxWatch research and assuring that research triangulates with TaxWatch external communications and organizational membership-related functions. All TaxWatch staff involved with the functional responsibilities of research, communications, membership, revenue development, marketing and administration report directly to Dr. Baker.
For five years prior to joining Florida TaxWatch full-time, Dr. Baker served as a TaxWatch Senior Research Fellow. Two years immediately prior to becoming Senior Vice President and Chief Operating Officer at TaxWatch, Dr. Baker served as Staff Director to the Committee on Finance and Taxation of the Florida House of Representatives. In addition to his regular duties as Committee Staff Director, Dr. Baker was one of four principals statutorily designated by the State of Florida to participate in the Consensus Revenue Estimating Conferences. He represented the Florida House of Representatives in consensing on revenue forecasts of nineteen taxes and trust fund Estimating Conferences, including National Economic, Florida Demographic, Ad Valorem, Health Insurance, Florida Economic, Transportation Revenue, Lottery Revenue, Gross Receipts, and General Revenue Conferences.
From 1987 to 1996, Dr. Baker served as President and Founder of Growth Management Services Institute (GMSI), Inc. of Fort Lauderdale, Florida, a research and technical assistance consulting firm. For twenty years prior to 1989, he taught full-time and served as a graduate program-level academic administrator at several major universities: Emory University, Florida International University, California State University at Long Beach, The University of Georgia and Indiana University. Prior to his teaching career, he served a three-year stint in Washington, D.C. as Administrative and Legislative Assistants to the U.S. Congress.
